RESUSCITATED! …Africell Gives Life To Moribund Sierratel
State owned telecommunications company has been in coma for a very long time as a result of mismanagement, wrong investment and massive corruption.
This situation caused the Government of Sierra Leone to acrue several liabilitie to the tune of over $35M while staff liabilities amount to over $6M.
Sierratel, once the darling of the country suffered huge financial haemorrage to the point that it was on coma. Sierratel entered a deal with TELTAC owned by Lebanesse wheeler-dealer who milked the institution of millions of dollars to control the gateway but since the gateway was liberalized Sierratel has been struggling to breathe while the Government is still doing busines with owner of TELTAC.
A forensic audit conducted by the government of Sierra Leone in June 2019 revealed several malfeasance amounting to millions of dollars.
Despite the audit recommendation for TELTAC to pay that money, there is no evidence where they have paid such money as the government was struggling to pay its obligations to it workers.
Meanwhile On Tuesday 21 April, the Government of Sierra Leone in a press confrence revealed that they have approved a Partnership between one of the leading telecoms company and the moribund SIERRATEL in what the government described as a Mobile Virtual Nework Operator (MVNO) model, allowing SIERRATEL to provide mordern telecom services without the cost of building and maintaining it own network.
The Minister of Communication, Salima M Bah described the partnership as ‘not a normal investment,’ noting that it is a true definition of partnership.
“We have a strong brand name and they have the infrastructure. We have to take it to Parliament and when we take it to Parliament the people will see,” the Minister said.
She explained that full staff audit including current, abandoned and deceased amount to 179 for which Government Obligation to them is $6.3M but that the private sector partner has made available $2M while they work on plan to pay the balance
She said that the agreement is for 10yrs with possibility of 5yrs extensionn with the appointment of an Independent Verifier-Company or firm in the telecoms business to assess Key Performance Indicators.
