REQUEST FOR PROPOSAL FOR SERVICE PROVIDER FOR YOUTH IN COMMERCIAL TRANSPORT PROJECT

Introduction:
The Ministry of Youth Affairs has implemented a vehicle/Tricycle (Kekeh) Loan Program to provide unemployed youth with income and self-reliance. A Fleet Service Provider is required to oversee the efficient management of the project’s tricycle fleet and ensure the timely repayment of loans. The Youth in Commercial Transport Project (YCTP) is a revolving loan scheme designed to empower young people in the commercial transport sector. The project seeks to empower youth by providing access to affordable financing and support to young entrepreneurs seeking to establish or expand their businesses.
Objectives: The objectives of having a fleet service provider are as follows;
Manage the daily operations of the Vehicle/tricycle (Kekeh) fleet, including maintenance, repair, and distribution.
Together with the Ministry, identify beneficiaries
Monitor loan repayments and ensure timely collections.
Provide guidance and training to loan beneficiaries on proper Vehicle/tricycle (Kekeh) operation and maintenance.
Coordinate with relevant stakeholders, including the beneficiaries, mechanics, and government officials.
Revolving Loan Management:
Establish and maintain a robust system for tracking loan repayments
Monitor repayment schedules and identify any defaults or delay
Initiate follow-up actions, including reminders, debt recovery, and legal proceedings if necessary
Prepare regular reports on loan repayment status for the Ministry of Youth Affairs
Regular Reporting: Prepare periodic reports on fleet performance, maintenance costs, and other relevant metrics
Compliance:
Ensure compliance with all applicable laws and regulations
Maintain adequate records and documentation related to the fleet
Stakeholders Coordination:
Establish and maintain effective relationships with the Ministry of Youth Affairs, loan beneficiaries, and Mechanics
Ensure timely and accurate communication with stakeholders
Participate in meetings, workshops, and other events related to the project
Beneficiary support:
Provide comprehensive training to beneficiaries
Conduct meetings/workshops to enhance beneficiaries’ skills and knowledge
Offer technical assistance and support to beneficiaries in case of emergencies or mechanical issues.

Proposal will be evaluated based on:
Experience and qualification of the service provider
Proposal approach and methodology
References and past performance
Additional Considerations:
The fleet service provider will be held accountable for efficient and effective vehicle/tricycle fleet management and the successful implementation of the loan program. All interested service provider applying must meet the following conditions:
■ Must have a registered business
■ Must also provide valid tax clearance certificate
■ Also provide valid NASSIT clearance
■ Service provider must have proven and documented expertise in similar services.
■ Bid Security of SLL 50,000 from a reputable commercial bank
Submission of Proposal
Interested Service provider are requested to submit their proposal not later than 12:30pm on Monday 19th August,2024 at the Ministry of Youth Affairs,24 Scan Drive Off Spur Road, Freetown. The Proposal should include a detailed plan of action and relevant qualifications,
