Mo Ibrahim Index Exposes Bio’s Poor Public Administration
According to the recently published Mo Ibrahim Foundation report 2024, Sierra Leone’s rating on Public Administration has been declining or deteriorating since 2019 to 2023.
The 2024 Ibrahim Index of African Governance noted that the rate at which Sierra Leone’s Public Administration is declining shows warning signs for which score is better/no change in 2023 compared to 2014, but showing decline since 2019.
The underlying measures for Public Administration are: Civil Registration, the Capacity of the Statistical System, Effective Administration, Tax & Revenue Mobilisation, Budgetary & Financial Management and Public Perception of Easiness to Obtain an Identity Document.
The report maintained that at the continental level, progress over the decade remains very limited at +0.5 points due to conflicting treads between indicators.
That 43.8% of the continent’s population live in 28 countries where Public Administration has improved – even if for 1/5th of Africa’s population, living in 12 countries, the pace of progress is slowing since 2019.
The report also pointed out that Budgetary & Financial Management (-6.4) and Public Perception to Obtain an Identity Document (-5.2) registered concerning declines.
“Identity documents remain a key concern Public Perception of Easiness to Obtain an Identity Document declines by a concerning -5.2 points across Africa, despite the arguably most related tangible indicators,” the report stated.
That Effective Administration (+5.0) and Civil Registration (+1.4) both registered improvements, but that Fiscal management is deteriorating, with two fiscal indicators, Tax & Revenue Mobilisation and Budgetary & Financial Management declining by -1.8 and -6.4 respectively.
