The Human Capital Development (HCD) initiative of the President Bio led New Direction administration has been recognized globally.

That the initiative has been identified as an appropriate model by the Economic Community of West African States (ECOWAS) as a model for implementation in West Africa.

“Regrettably, whilst the President’s HCD initiative is applauded within the sub region and globally, a number of malcontents have shifted their minds to the negative mode and will unnecessarily criticize everything about the HCD,” Sierra Leone’s Chief Minister, Prof. David Francis noted.

That the uniqueness of the HCD is anchored on three (3) pillars which are education, food self-sufficiency (Agriculture) and health.

That in recognition of Sierra Leone’s progress on the Human Capital Development (HCD) initiative, a high-powered delegation from the Office of the President of Burkina Faso led by Prof. Nicolas Meda under took a successful benchmarking mission in Sierra Leone.

That the objective of the mission was to understudy Sierra Leone’s HCD initiative with the view of replicating such in the context of Burkina Faso.

That in order to fulfill his manifesto committed, President Bio directed that the HCD Unit be established within the Office of the Chief Minister, adding that the initiative seeks to ensure that Sierra Leone has educated, empowered and healthy citizens with their fullest potentials as human beings.

That the HCD benchmarks seek to double the number of boys and girls with functional literacy and numeracy skills in primary schools among others.
