In Over Le300B NRA Theft… ACC Fails To Determine Actual Value of Revenue Loss

The much-anticipated investigation into missing billions of revenue diversion has ended, coming with shocking revelations which depict an inept investigation by Sierra Leone’s Anti-Corruption Commission (ACC).
ACC investigated about 10 officials of National Revenue Authority (NRA) but could not charge anyone to court claiming insufficient evidence.
Also, runaway Finance Manager, Abu Kamara who was initially linked to the missing billions cannot be linked to it ACC claimed that his unexplained wealth has nothing to do with the missing billions they investigated.
The report also revealed that “preliminary IT analysis initially suggested that the value of deleted transactions may have exceeded Le 300 billion, indicating the possibility of a coordinated and long-term revenue diversion scheme.”
The report concluded that subsequent forensic examination established that the investigation team could not conclusively determine the actual value of revenue lost through the deletions.
“Despite extensive efforts by the IT consultant and investigators, it was discovered that the deleted ASYCUDA records were permanently removed from the system and could not be recovered or traced through available databases, logs, or backup sources. As a result, the full financial impact of the unauthorized deletions remains unknown,” the report maintained
That the inability to reconstruct the deleted transactions further highlights the seriousness of the system compromise, the absence of adequate audit trail preservation mechanisms, and the significant risk posed by unrestricted backend database manipulation.
