Investigations into the Ebola Funds have re-opened after a very feeble investigation done by the then Public Account Committee (PAC) of Parliament, leaving people and companies who stole from Sierra Leone in her time of grief unaccountable.
One of the companies that the Auditor General Report into the Management of the Ebola Funds picked out in the massive fraud of Sierra Leone during the Ebola is a RAMESCO who many people say was very influential in the government of the former President Koroma.
According to the Audit report, the procurement of ambulances, Toyota Hillux , Toyata Land cruiser and motor bikes valued at $1,031,000.00 which was awarded to RAMESCO was discovered.
That review of the records for the above contract revealed that the contract was awarded to RAMESCO General Supplies and financed by the African Development Bank Group (ADBG).
That minutes and reports of procurement meetings held during which the selection of the suppliers and the No Objection request was decided on by members of the procurement committee(s) regarding the procurement of 10 ambulances, 5 Toyota Hilux, 1 Toyota Landcruiser and 48 motorbikes were not provided.
That the no objection approval provided by the ADBG to the ministry regarding the procurement of 10 ambulances, 5 Toyota Hilux, 1 Toyota Landcruiser and 48 motorbikes was not provided.
That Records relating to the technical competence/capability and financial position of the suppliers were not provided for audit inspection.
That evidence of liquidity status of suppliers considering that they are expected to pre-finance the contracts (advanced payment guarantees); and performance securities of 20% per suppliers were not provided.
